Quality and Integrity, key for success of Constituency Development Fund program, says Minister of Local Government

The Minister of Local Government, Dr. Ben Malunga Phiri, has emphasized the importance of quality workmanship and integrity as key pillars for the success of the Constituency Development Fund (CDF), calling on contractors to uphold high professional standards when implementing projects across the country.

Dr. Phiri made the remarks during the two‑day Annual General Meeting (AGM) of the Malawi Building and Civil Engineering Allied Trades Association (MABCATA), which took place from April 29 to 30 at Nkopola Lodge in Mangochi District.

He said government remains committed to ensuring that public resources, particularly CDF allocations, translate into durable and impactful development projects that directly improve the livelihoods of local communities. According to the minister, this goal can only be achieved if contractors perform their duties with honesty, accountability, and technical excellence.

Dr. Phiri further underscored the need for a strong partnership between government and contractors, noting that collaboration built on trust and professionalism is essential for timely and cost‑effective project execution. He encouraged members of MABCATA to support government development initiatives by delivering projects that meet required standards and specifications.

“The success of decentralized development depends largely on the integrity of those entrusted to implement projects at grassroots level,” he said, stressing that substandard work not only leads to wastage of public funds but also undermines public confidence in government programmes.

The minister also reminded contractors that government has tightened monitoring mechanisms to ensure transparency and value for money in CDF‑funded projects, warning that those who fail to meet expected standards risk sanctions, including blacklisting.

The AGM brought together building contractors and civil engineering practitioners from across the country to discuss industry challenges, policy issues, and opportunities for growth. The meeting also served as a platform for engagement between government and the private sector on how best to strengthen the construction sector’s contribution to national development.

MABCATA leadership welcomed the minister’s address, describing it as timely and aligned with the association’s mission to promote professionalism, ethical conduct, and quality service delivery among its members. MABCATA Vice President, Mr. Kondwani Kandango, noted that that government’s stance signals a new and progressive trajectory in public infrastructure development.

The Constituency Development Fund is a flagship government programme aimed at empowering communities by financing small‑scale development projects identified at constituency level. Government has consistently called on stakeholders to ensure the fund achieves its intended objectives through prudent management and high‑quality implementation.
