CIRA announces mandatory compliance directives for the Construction Industry

The Construction Industry Regulatory Authority (CIRA) has issued a high-level communiqué outlining non-negotiable compliance requirements that will govern Malawi’s construction industry going forward.

Issued by CIRA Chief Executive Officer, Eng. Gerald T. Khonje, the communiqué designates 2026 as an execution year, with emphasis on firm regulation, measurable compliance, improved project delivery, and strengthened accountability across the public and private sectors.

Key mandatory requirements include registration and licensing of all firms, compulsory use of the Malawi Infrastructure Delivery Management Standards (MIDMS) across project lifecycles, adoption of Construction Cost Indices, compliance with joint venture and subcontracting rules, payment of statutory levies, integration of technical and quality audits, infrastructure asset audits, embedded capacity building, digital compliance, and enhanced transparency through platforms such as IPPI (www.ippi.mw).

CIRA has reaffirmed a firm enforcement posture, warning that non-compliance may result in administrative penalties, license suspension or cancellation, stop orders, and prosecution where applicable.

The Authority has called on all stakeholders to comply fully with the directives and partner with CIRA in building a safe, resilient, and high-performing construction industry for Malawi.
